HOKITIKA BOROUGH COUNCIL.

FRIDAY, JUNE 22nd

The Council met at 7.30 p.m. Present:—Messrs G. A. Perry (Mayor), J. King, D. J. Evans, A. It. Elcock, T. TV. Duff, G. Heinz, E. W. Heenan, A. C. Armstrong, and Dr Teiclielinann. The minutes were confirmed and correspondence outward approved. SPECIAL MEETING. His Worship the Mayor moved:— “That tile resolutions passed at the Special Meeting held on the Bth. June, 1928, respecting proposed by-laws under the Motor Vehicles Regulations, 1928, bo rescinded, and to enable olear bye-laws to be made, that fresh resolutions be passed at a Special Meeting to be held on Friday the 22nd. inst. at 7.30 p.m., which is called for that purpose.” Seconded by Mr Elcock and carried. The Mayor then moved several minor alterations and deletions to the present bye-laws ;that the speed for motor vehicles in ltevell Street shall not exceed 10 miles per hour; that no motor vehicles shall stand for more than 10 minutes in Revell Street on Saturdays between 7 p.m. and 9 p.m. and that parking bo allowed in Weld Street on the south and north sides instead of in the centro.. Seconded by Mr Heinz and carried.

INWARD CORRESPONDENCE. From Westland Committee, Canterbury Progress League, forwarding copy of Annual Report.—Received. From Chairman of Troop Committee, second Hokitika Troop Boy Scouts, asking permission to erect a scoutroom on the beach at the rear of Mr S. J. Preston’s draper’s shop.—Received ; request granted. From Hokitika Harbour Board, complaining that rubbish deposited at the municipal dump is not being placed below the tide mark.—Received. It was resolved that a reward be offered of .Co to any one giving information of persons found depositing rubbish on the beach.

.Mr Heinz suggested that if the deposit of rubbish was not carried out properly in future that the Council'give Hie sole right of depositing rubbish to one carter and that would ensure a proper attention licing given.

From the State Fire and Accident Premium Insurance Office, forwarding cheque for £2 'ls sd, compensation to Mr W. Wicblitz during his incapacity through accident.—Received. From the Representative, No 12 District Highways Council, forwarding blue print of traffic signs required on main highways, and intimating that Highways Board will subsidise the cost of erection of the sign-posts.—Receiv-ed. Fi-mo Hokitika Fire Brigade, forwarding report on fire plugs, and indicating necessary alterations and improvements.—Received ; to receive attention.

From N.Z. Farmers’ Union, Greymonth, in reference to visit of Dunedin fanners, asking for grant towards cost involved.—Received. A vote of £3 3s was passed on the local fund. From Resident Engineer, Public Works Department, in reference to subsidy towards money expended for unemployment.—Received. From J. J. Breeze, offering to lease his small reserve at roar of his residence.—Received; referred to Reserves Committee to report, REPORTS.

From Treasurer reporting receipts £76f 5s 7d, payments £B6 l'ss Id, credit balance £1253 16s.—Received. Accounts amounting to £l6O 2s 8d were passed for payment. The Public Works Committee’s report submitted at last meeting was considered and adopted. RESERVES COMMITTEE REPORT. I have to report that in accordance with the Council’s direction the Reserves Committee met on Wednesday, the 13th. Applications from Mr L. Gooch in

respect to leasing in perpetuity of Municipal Reserves. In 1910 the Council granted Mr Gooch a lease of these reserves for a period of twentyone years, which expires on the 21st May, 1931, although the lease is not registered against the title, and under this lease Mr Gooch is paying a rental of £5 per annum, plus rates which last year totalled £ls 18s, a total of £2O 18s.

In regard to reserve No. SOI, there is a small portion of twenty perches on the north end, which is now unlet, and which formerly was held by Mrs Bessie Marks. The unimproved value of the small portion is £4O, making the total unimproved value of No. 520 and No. 801 (excluding the twenty perches held by Mr W. J. Butler) £265; and 5 per cent on this equals £13.50 per annum. Mr Gooch is prepared to pay this rental, plus rates for the whole of No. 801 (excluding Mr Butler’s portion), and for No. 520.

Mr Gooch is also the lessee on a year-to-year basis of No. 505, Hall Street, twenty perches, unimproved value £43, on which at present he pays a rental of one pound a year, plus rates. On a 5 per cent basis, the annual rental is £2 3s, and Mr Gooch is prepared to pay this amount, plus rates, for a lease in perpetuity; and also to pay all legal expenses in connection with the leasing of these reserves.

Before No. 801 can be leased in perpetuity, it will be necessary to have the dedication altered from a “ grav'd pit,” and wo recommend that the neo essary action bo taken to have the dedication altered. Mr John Cameron is the lessee on a year-to-year basis of Reserve No. 471, Sewell Street, 2 roods, 20 perches, unimproved value £62, on which he is paying an annual rental of one pound, plus rates, and lie now asks for a lease in perpetuity on the same terms.

Your Committee recommends that Mr Cameron be granted a perpetual lease at a rental of £2 a year, plus rates, provided lie pays the legal expenses.

Mrs E. Cameron, the lessee of Reserve No. 476, one rood, six perches, unimproved value £25, at present pays an annual rental of £1 5s per annum, plus rates. Mrs Cameron lias offered to pay an annual rental for £l 10s per annum, plus rates, for a lease in perpetuity, and your Committee recommend that this offer, be accepted. Mr William Townsend, an old age pensioner, is the lessee of Municipal Reserve No. 486, 32 perches, in Sewell Street, unimproved value £35. The annual rental is ten shillings a year, plus rates. Mr Townsend asks to be allowed to continue on a year-to-year basis at the present rental. The rental is paid to date, but the rates are in arrears, and as applicant is an old age pensioner, we recommend that lie be not disturbed. (He is 76 years of age.)

Val. 332, Reserve 519, area—l rood, unimproved value £9O. The Hokitika Gas Company are the lessees of this Reserve on a year-to-year basis, and are paying a rental of two pounds a year, plus rates, and have offered an annual rental up to four pounds a. year, plus rates, for a lease in perpetuity. Five per cent on the unimproved value equals £4 10s, and we recommend that they be granted a lease in perpetuity at a rental of £4 10s per annum, plus rates. Val. 779, Westland Hospital Board, are lessees on a year-to-year basis of Reserve No. 473, Sewell Street, area 2 roods, unimproved value £lls. They are at present paying an annual rental of £1 ss, plus rates; total for last year being £l2 9s 4d. _Tho Hospital Board have asked for a lease for 21 years at a rental of £1 5s per annum, but wo recommend that the rental be fixed at £2 per annum, plus rates. —Received and adopted. The Council rose at 8.50 p.m.
