HOKITIKA BOROUGH COUNCIL

FRIDAY, JANUARY 13th. The Council met at 7.45 p.m. Present:—Alessrs G. A. Perry (Mayor), J. King, A. R. Elcock, T. AY. Duff, D. J. Evans, AA’. Jeffries, E. AA'. Heenan, A. C. Armstrong, and G. Heinz. The absence of Dr Teichelmann was apologised for. The minutes were confirmed and outward correspondence approved. INAYARD CORRESPONDENCE. From Hokitika A’olunteer Fire Brigade, intimating that fire engine is unable to pump water at well at the corner of Stafford and Revell Streets. —Received ; the necessary repairs to be at once carried out, and other wells to be inspected. From Chief Inspector of Explosives. AA'etlington, forwarding draft copies of Regulations under Explosives and Dangerous Goods Amendment Act, 1920, and Dangerous Goods By-laws, 1928. Received.

From District Engineer, Public AA'orks Department, Greymouth. asking for details of cost and maintenance of Borough streets.—Received ; Town Clerk to reply. From Department of Agriculture, AA’ellington, forwarding copy of Slaughtering and Inspection Amendment Act, 1927.—Received. From J. From National Baby Week Council London, forwarding particulars of Imperial Baby Week Challenge Silicic competition.—Received. REPORTS.

From Treasurer reporting receipts £433 5s 9d; payments £633 18s 8d credit balance £799 17s Id; loan acocunt credit balance £69 10s. —Received.

Accounts amounting to £663 12s 8d were passed for payment. From Manager of Abattoirs, reporting during December there were examined :—l9 cows, 21 heifers, 4G bullocks, 245 sheep, 207 lambs, 11 pigs, 5 calves. Condemned 3 cows, 1 bullock. Fees for period £7l 3s-3d (last year £7B 16s). —Received. FOREMAN’S REPORT.

1 beg to report the following works ■were carried out during the month. The annual cleaning up of tlie streets started at the beginning of the month, the use of the County Council’s lorry with the grader was used on the following streets —North Revell, Hampden. Sewell, Weld, Fitzlierbert, Tailored, and Healey Streets, while the footpaths in parts of Revell, Wharf, Camp, Tailored. Fitzlierbert. Hamilton, Healey, Gibson Quay, Beach and Hampden Streets were chipped. The section between Fitzlierbert and Bealey Sts. in Weld St. was graded to the footpath and gravelled. A portion of Stafford St. footpath opposite Cass Square was gravelled. Also at McKay’s corner in Tailored St. The spoil was used in filling and levelling Bealev St. drain between Weld and Stnflord Sts., also in Brittan St. drain between Weld St. and Gibson Quay.

The growth in several of the Sts., consisting of blackberries, gorse, and rushes was cut where it was too rough for tlic Council’s mower. Sewell St. drain fell in near Mr Robinson's which was repaired, also a drain in Bealey St.

The pipe line was attended to on three occasions this month, twice to Kanieri Forks repairing, and on the night of the 13th a blow out took place in Tucker Flat. Leaks were repaired in various parts of the towns. Six 18 inch and one 1 loot concrete pipes were made during the month. The water in the reservoir averaged lift 3in for the month. —Received and adopted. PUBLIC WORKS REPORT.

The Works Committee met on Wednesday, 4th inst., and inspected the various works referred to it. The following recommendations are made:— Re Harcourt’s nplicntion for drain to be cleared.—lt is recommended that a Tin. earthenware pipe he laid to connect with Hampden St., the estimated cost being £5. Applications for curbing by Mr Cowie.—lt is recommended that this part of the street be included in our next year’s curbing programme. Re tar-sealing of footpaths in Hokitika School grounds.—Recommended that this work be carried out immediately. Also work at Government buildings.

It was recommended that the tarsealing of the school grounds be followed up by that of Revell Street and portion of Sewell Street. That six loads of gravel be provided to give access to Mr Appleton’s residence, Livingston Street. —Received and adopted. After a general discussion it was resolved to carry out tar-sealing operations as Tiutlincd above, and on the motion of Alessrs Jeffries and Duff to arrange with the Gas Company for the supply of as much tar as would be required, the AA’orks Alanager having intimated that the Company were making a special cut in price in favour of the Council. Ah- Evans moved—That the Overseer prepare an estimate for next meeting of the cost of tar-sealing the balance of the footways on Cass Square, the Beautifying Society to assist financially with the work. Seconded by Al.r Duff and carried. Air Evans moved—That in view of the increased subsidy to be derived through the petrol tax. the Overseer prepare an estimate of the cost of reconditioning (preparatory to tar-seal-ingA, and tar-sealing the main highway through the Borough in two sections: (a) Fitzherbert Street, (In Stafford Street; the work also to include widening where considered necessary. Seconded by Air Jeffries and carried. Air Evans moved—That the AA’orks Committee include in next street estimates the cost of levelling and forming the full width of Hampden Street, with provision for metalling same, so as to provide on special days tor twoway traffic, by limiting up traffic to the left-hand side, and down traffic to the opposite side, and by direct control and checking speed, reduce the liability to motor accidents to a minimum. Seconded by Air Jeffries; objected to ’ by the Alayor and Air Elcock and car- ' lied.

Air Evans moved that application be made to the Highways Board for the following streets to be declared secondary highways—Livingstone. Gibson Quay, AA’eld. Sale and Sewell Streets. Seconded by the Afavor and carried. The Council rose at 9.15 p.m.
