THE COUNCIL. WELLINGTON, Nov. 18. The Legislative Council met at 2.30 p. in. Valuation of Land Amendment Bill was reported by the Lands Committee without amendments anil put through the final stages and passed. Local Legislation Bill was read a second time, put through the final stages and passed, as amended by the Local Bills Committee. Napier Foreshore Bill and Newmarket Borough Council Vesting and Empowering Bill were each read a second time. The debate was resumed on the motion hv Sir R. Stout that the Council is of opinion that the executive should consider the need of remodelling local government machinery in the direction of establishing district councils, with wide powers over large areas so that tlie centralising of government and its growing cost may not he increased, hut that real economic and efficient local self-governnient may he promoted and strengthened. The motion was carried on the voices. The Council adjourned at 4.50. the’ HOUSE. The House met at 2.30 p.m. The House was engaged considering several minor hills. Amendments by the Legislative Council in the Shops and Offices Amendment Bill were agreed to. Slaughtering and Inspection Amendment Bill was put through the final stages and passed. Noxious Weeds Amendment Bill was also passed. Coal Mines Amendment and Child Welfare Bills .were read a third time and passed. Public Service and Railways Amendment Bills were introduced and read a first time. The House rose at. midnight till 2.30.
