HOKITIKA BOROUGH COUNCIL.

The bi-monthly meeting of the Council was hold in the Town Clerk’s office at 7.30 p ; m. Present: His Worship the Mayor (G. (A- Perry, Esq.,) Messrs J. King, A. K. Elcock, W. E. He on an, I>. J. Evans, T. AY. Duff, W. Jeffries. Apologies were made for the absence of Dr Teichelmann and Air Armstrong. The minutes of the previous meeting were confirmed. The outward correspondence was ap•proved. INWARD CORRESPONDENCE. From A. Cederman, furnishing quotations for locally made water-mains. —Received and referred to the Water Works Committee. Front Government Printer, quotations for 1927 volumes of Statutes.— Received. From John Friend, Annotator of Consolidated Statutes, asking when Council desired to purchase aunoted Municipal Statutes.- —Received and referred to Town Clerk. -Front Valuer-General. correcting clerical error in Supplementary A al-uation.—R-ecei ved. From Cory-AVright and Salmon, engineers, Auckland, forwarding questionnaire sheet and requesting statistical information ro water supply.— Received and referred to- Town Clerk to replv. From AY. H. Stopforth, Revell St., asking for drainage connection, Tancred Street. iNote: half cost paid and work now completed.—Received and approved. From Treasury, AA'ellington. requesting reply to their letter of 18th Afay last ro -estimated loan proposals for year ending 31st March, 1928.—Received, not any loan proposals contemplated for tho year. From Telegraph Engineer. Christchurch . asking whether Borough bylaws proved that all motor cycles shall have a rear red light and side-cars a light on ,tho near side showing white to front and red to rear.—Received, Clerk to reply in tho negative. From Royal A r isit Reception Committee, intimating that Council’s net contribution is £22 Os -Id; also that Council would probably -subsequently received a refund of £8 15s 10d.—Received.

From Kurnara Borough Council, asking for .information in reference r.o installation of petrol pumps.—Received, tho Clerk to reply. From Princess Theatre Coy. Ltd., intimating that in reply to Council’s notice of 27th. ultimo respecting the repairs to the fire escape, arrangements had been, made to erect a new fire escape which will load direct to the street. —-Received. From I). P. Stuart and others asking for footpath accommodation in Stafford Street, where only tho road was available for pedestrians.—Received and referred to tho AA’orks Committee to report. FINANCE. The Treasurer reported receipts, £234 4s Cd, payments £614 16s lid; debit-, general account, £284 2s 6d; credit loan, account £7O Is Cd. The accounts amounting to £614 16s lid were passed for payment. Tlia onnual general rate, together with the Charitable Aid and special rates and sanitary fee, were struck on the motion of the Mayor. Tho rates are made duo and payable on September 30th. A rebate of five per cent, will be paid on rates paid within 30 days of the duo date.

The Committee met at 4 p.m. on Thursday, 2Gth. inst. 1 Tho matter of drain connections was considered and it was agreed to recommend to the Council that in future all ratepayers he charged the full cost plus 5 per cent, for all drain connections. Payment to he made in advance. 2—Re fire plug at corner of .Tollio St .and Gibson’s Quay. The Committee recommends that 4i». pipes bo laid and that the work bo attended to at once. .Six chains of piping is required and the estimated cost of tho work is £6O.

3 The matter of installing fire plugs in Jollio St. and Rolloston St. half-way between Hampden and Park Sts. was discussed, and it was decided that the overseer make a. thorough estimate of the cost of this work when it will bo submitted to a. later mooting of tho Council. Tb is is a. very necessary work, and if funds permit, should be carried out as early as possible. 4 The Committe recommend that curbing and water channels be laid as funds permit, on the following .streets: 1— In Stafford St. between Tanered and Sev.ell Sts.—s chains. 2ln Fitzherbert St. between Park and Tudor Sts.—lo chains. 3ln Stafford St. between Bealey and Brittan Sts.—ll chains. 4 Gibson’s Quay between Railway and Hall Sts.—B chains. The total distance is 34 chains at an estimated cost, of £4 Ife pe r chaintotal £153. The Committee have carefully considered this matter and find that the work can be done, and at the same time keep well within the estimates.

5As the present staff had not previously laid any curbing and the Committee were desirous of getting an idea of the cost of this work, the foreman was instructed to lay the curbing and water channels in Weld St. between Sewell St. and the Railway line. 6 All works referred to the Public Works Committee have been attended to.

A. C. ARMSTRONG, Chairman. The report was received and considered clause by clause. Clause I—Or. Evans objected to tho former precedent of charging ratepayers half cost. After discussion Cr Evans moved that the charge of 5 per cent. »;e deleted, and the clause be not enforced till December Ist. giving ratepayers notice of the proposed change. Cr Duff seconded.—Carried. Clause 2—Agreed to. Clause 3—Consideration was deferred, for particulars as to the cost involved, Councillor,? to visit the locality in the meantime. Clause 4—Agreed to, the works to be undertaken in order of urgency, commencing with the kerbing in front of the Presbyterian Church and Inter the Gibson Quay kerbing. Clause s —Approved and action of the Committee confirmed. The report was then adopted as a whole as amended. The Council rose at 8.10 p.m.
