.MOSEL DISPI'TE. PARIS. Dec. 11The Havas News Agency’s Geneva correspondent reports that the League „f Nation’s Council's attempt to mediate in the Monsul question has comuletely failed. The Council w ill now pro ced to give an arbitral decision. This course of action was decided upon after Kc.xhid Bey refused an invitation to meet the Council's Mosul Sub-Committee this morning. \ decision is expected on December 14th. GENEVA. Dec. 11.
