[Australia & N.Z. Cable Association.] TIIE “ OBSERVER’S” COMMENT. LONDON, July 12. The “Observer,” regarding the troubles in China, says the British Government’s view is final and an impartial verdict on Shanghai events. If should lie pronounced as soon as possible. Since the investigations started in Shanghai they have been thwarted by the Chinese in an attempt to open irrelevant issues ami since, those started in Pekin have thus far been delayed by the refusal of the Chinese to participate. The re may he a ease for a new international inquiry. By whatever means, however, the British Government would welcome a verdict and abide by it. whether or not it involved the censure of any British official. CHINESE PLANS. CANTON. July 10. It i< reported that the Commander of the AYliaiiipoon cadets submitted to the Chinese plans with a view to the capfttre of the Shameen and of Kowloon simultaneously, with the assistance of export Russian aviators. The Chinese claim that the Shameen could be captured at the expense of one thousand Chinese lives. Expert military otunion. however, declares that the Shameen defences render that foreign concessions tenable against all possible ai tacks oil the pait of the Chinese with the forces that are now at their disposal.
