The new Secretary of State, Mr Colby, has expressed the opinion that the resolution offered the TJ.S. House of Representatives, declaring peace with Germany cannot be accepted by the State Department: The Congressmen, however, generally agree that Congrss has the right to abolish all war time regulations. The resolution provides that if Germany does not accept the terms of the resolution within ninety days, the President is authorised .to place an embargo on Germany. Some democrats and Republicans believe that Congress has no power to do tliS.
