CHANCELLOR’S SPEECH (by Electric Telegn ph- Co,y>;;gur • BERLIN, March 29. The National Assembly has opened. Chancellor Mueller, in a speech pronounced for the further democratisation of instructions, including the civil service. He declared that those who made a common cause with Kapp must disappear, unfaithful military formation! would be disbanded and a new and real people’s army created. Democrats must be placed in a commanding position everywhere. He outlined extensive social legislation, and said that the mines would be publicly administered, and the Empire would participate in the management of the collieries and later take over the coal and potash syndicates. He foreshadowed early elections and declared that the Government had been negotiating with the Allies with the object of sending reinforcenmts to Ruhr. The Allies would agree only if an equivalent of Allied forces entered at other places. In this connection the Allies demanded the occupation of Frankfurt, Hamburg and Darmstadt. The Government rejected the Allied demands because they had no idea of exposing the neutral zone to the terror of occupation. The Chancellor added that the Anarchists from the Left must he treated similarly to the Anarchists from the Right.
