"What our people must produce, and nroduce in" great numbers if you want" to make New Zealand a really big country, is factories," remarked Mr Pemberton Billing, ex-member of the House of Commons, who arrived in Wellington from England recently. "Factories will bring you capital and the right sort of immigrant. You cannot live on a tariff instead of production."
