A NEW AMERICAN PLAN

The Government has, under advice, adopted a plan requiring trans-Atlantic steamship companies to maintain at their own expense proper immigration stations in the United States. The committee has requested the SolicitorGeneral to rule regarding the legality ■of tlie plan. The move comes as the result of criticism in the-British Parliament over the treatment of immigrants t>n Ellis Island. The Immigration Commissioner, Mr. Husband, made a statement admitting thai Ellis Island was unsuitable for the detention of persons other than of the immigrant type. It was not intended for cabin passenger&. but since the quota law it has l>een necessary to detain all classes, feenoef the innumerable complaints. ]
