A communique states the two Governments of France and Belgium have settled a programme for new measures to accentuate the pressure in the Ruhr and compel Germany to fulfil her obli-
gations. . j The conference between M. Poincare and M. Theunis has opened. It is understood to be private. The discussions resulted in the Belgian and French Governments deciding to increase the pressure in the Ruhr and not to consider the German proposals while passive resistance in the Ruhr continues. j
