In the House of Lords, Lord Wim- : borne asked whether, having regard to the country's finances, the expenditure c upon air services should not come bei- fore- the expenditure upon the. proposed h naval base at Singapore, c Lord Salisbury, replying, said the ;, Committee on Imperial Defence held i- that the naval base at Singapore was ;- absolutely necessary; that, without it, '. action by the Navy in the Far East c would be absolutely paralysed. The c country was not so hard up that it •_ could not afford an adequate air service n as well as a naval base.
