Received Oct. 13, 9.15 a.m. CONSTANTINOPLE, Oct. 12. General f Harin,gtoii has issued an torder of the day announcing an agreement, and saying that arrangements were made possible* for two reasons — (!) The wonderful forbearance of the 'British troops und^r most trying circumstances, ■ which was a fine example .<rf British* discipline; (2) the action of the Government in sending out such splendid reinforcements without delay. He says that he is confident that the oonventKH* wnieh we signed will remove ""all pressure and danger from British troops and help considerably towards tne establishment of a lasting peace.—Reuter.
