A GENEROUS OFFER.
CONCILIATORY SPEECH BY GENERAL HARINGTON.
(Received Oct. 12, 11.30 a.m.) CONSTANTINOPLE, Oct. 11. In a conciliatory speech when presenting the proposed convention, General Harington thanked IsmeKPasha for ordering the cessation of the.movement of Turkish troops. He described the terms of the convention as generous. It appeared to him that the Turks were offered nearly all theiT national aspirations without the loss of a I life and without disturbing the peace and prosperity of their country. <Their goal was within reach, and it would be entirely in their own hands in forty/\emdays I - AU the Allies asked -was: i-if A at the Present zones be respected till th«i ratification of peace: <2) that the Turks limit the -gendarmerie in inrace; (3) the presence of an Allied detachment and missions in Thrace for a most limited period.—Renter.
