LONDON, May 14. The Australian Press Association's 4»enoa correspondent states that the convening powers have decided to ask America if she desires to be represented <m the League panel. It is dear that will be asked to appoint* representatives to meet the panel, but not as a constituent of the panel. 'This is undoubtedly a compromise to meet ■fche French attitude. The determina--tion to keep Russia on the doormat is regarded as not likely to be accepted hy Russia.
