It reads: "The undersigned Powers learned with astonishment that m the first stage of the Genoa Conference Germany, without reference to other Powers assembled, has secretly concluded a treaty with the Soviet Gov- - eminent. The questions covered by -iihis treaty are at present bubject of -negotiations between the representatives of Russia and those of all.other v invited to the conference, including Germany.
