LONDON, April 14. following on the breakdown of negotiations to-day 'after a prolonged conference the engineering employers announce that the following proposals have been submitted to the unions: (1) The unions shall become partners in a scheme for avoiding strikes and agree to no stoppage of work during negotiations ; (2) in the case of a material alteration in the working conditions the management shall, as far as possible, give the workers directly or their representatives in the shop ten days' notice in which the workers shall have an opportunity of discussion with the management.

The unions replied that the masters must give a trade union official ten days' before proposing an alteration, in addition to giving employees ten days. The masters replied:/ It is evident that the trade unions are not prepared to allow the management to exercise their materials functions, and closed the negotiations.
