! UNDERGROUND BETTING. THE CURSE AND THE CURE. it is an'obvious anomaly that the Government should derive revenue from tb« Totalisator, and prohibit reputable men from carrying on private betting trans actions. THE CURSE. Tho present Gaming Law has proved a fiasco. It may have induced the reputable so-called bookmakers to relinquish but it has raised in his* stead an unhealthy crop of subterranean operators who infest shops, offices, and business premises, and induce interest and investment in racing all over the country. I THE CURE. The cure for the present state of affairs is set forth in a very reasonable petition now being circulated freely for the signatures of every true sportsman. It asks that the Government bring •'bout legislation for the licensing as bookmakers of fit and proper persons, approved by the Racing Conference and •J.y the Commissioner of Police. These men would be allowed to operate only on the Racecourse, and the present system of crecret betting would be destroyed. Incidentally the Government would receive an addition of £100.000 to its revenue in licenses. The Racing Clubs, rather than losing from the admission of the bookmakers, vyould receive a large amount from the fees received from permits to operate on the courses. The petition is being freely circulated and may be signed a«most anywhere. * 1142E
