BRITAIN AND ALLIES READY TO

NEGOTIATE. BY CABLE—PBESS ASSOCIATION—COPYRIGHT Received April 13/8.50 a.m. WASHINGTON; April 12. Britain, has informed the State Department that she is ready to begin' immediate negotiations for refunding eleven billion dollars of Allied debt to the United States. Assurances have been received that France, Belgium, and Italy will not delay tne negotiation. A British commission is expected to arrive in Washington within a month. Meanwhile Senators Root and Burton, whom the Senate has confirmed as Congressional members of the American Commission, are considering going to Europe to study conditions. I
