HELSINGFORS, Oct. 15. A Finnish Minister, w.O has returned from a visit to Moscow, states that the most striking feature about the Russian situation is the rapid development of a purely bourgeois social order. The administration remains in the Bolsheviks' bands, because they are the only powerful party, but the policy is now bourgeois, and ftfiatical communists no longer wield influence.
