! OTTAWA, Oct. 16. Sir Robert Borden (ex-Premier), lee hiring at the University of Toronto, sharply <riticJsed the Imperial Confer-j once for reversing the decision of the 1917 conference to hold a constitutional' convention. He stated that the need for amending the Imperial constitution , is as urgent as ever, and the Dominions ' could not conduct negotiations respecting foreign relations of their own informally. It is understood Sir Robert , Bordon will be appointed Canadian dele- | gato to the Armament Conference.
