It is reported that Japan, through Mr. Shidehara and Mr. Hughes, has informally requested America to mediate in the Shantung controversy. The formal request is withheld pending the receipt of Mr, Hughes' answer. | It is learned on good authority that a solemn engagement between the world Powers guaranteeing for nl! time an "open door" in the Far East will bo worked out by the Washington Conference, taking the form of a formal treaty, the main provisions of which woula guarantee equal commercial, opportunity for all nations in Chimi, and recognising China's territorial and administrative integrity. The treaty may be widened to include Siberia.
