President Harding has dropped the right to have Mr. Mellon, Secretary to the Treasury, given tlie whole power to fix the terras under which America's war loans will be collected from the Allied Powers. The president has intimated^ that he will be satisfied if Congress passes a Bill creating a commission to negotiate with the Allies.
