(Times Service.) LONDON, Oct. 18. - At--the International Economic Conference at Caxton Hall, discussing a '^reduction of armaments, the Japanese representatives -said .that though. Japan vas often blamed for being the most militaristic country in ;the world, dii--armament would be more welcomed there than by any other nation, for the reason that .Japan is.spending nearly half of her revenue on armaments, and because it was not thoroughly democratic. Unless every nation became democratised and the workers were effectively represented, any world conference or league of nations could have no far-reaching *nd truly settling effect •11 the world conditions.' — : 7
