AMERICA AND JAPAN

The test of the American Note to the | Powers in regard to the Island of Yap j has been published. Its chief points are as follows: "As no treaty has ever been concludL ed with the United States relating to : the island of Yap, and as no one has ' ever been authorised to cede or sur- j render the right or interest of the United States in the island, my Government must insist that it has not lost its right or interest as it existed prior to any action of the Supreme Council or of "the League of Nations, and cannot recognise the allocation of the island or the validity of the mandate to Japan. "The Government of the United j States, as has been clearly stated in ] previous communications, seeks no exclusive interest in the island of Yap and has no desire to secure any privileges without having similar privileges accorded to other Powers, including, of course, Japan, and relying upon the sense of justice of the British. Government and of the Governments of the | other Allied and Associated Powers, my i Government looks with confidence to a ' disposition of the matter whereby the , just intei'ests of all may be properly i conserved."
