The Government agents hays' discovered that the Japanese paid three million dollars for land around Manzanillo, on the. Mexican coast, and are negotiating for the purchase of immense agricultural tracts arid fishing rights. They are spending fifteen'million dollars in; the lowter Californian peninsula.
