WASHINGTON, May 9. The Patriotic Union of Haiti has filed with the American Government a repont describing the American occupation of Haiti as the most terrible regime of military autocracy ever carried on in the name of democracy. If is claimed that more than 9000 Haitiens died in American prison camps from 1918 -to 1920, and that hundreds of additional .persons, including -women and children and invalids, ,were killed, mutilated and tortured by American marines or native gendarmes officered 'by Americans. The report list specifies charges against individual officers and marines.
