He issued a proclamation guaranteeing a policy of liberalism, constitutionalism, and respect for treaties. Sun Vat Sen's sway at present is confined to the Kwantung province, while he counts partial support from the provinces of Yun Nan, Kweichau and Hunan. The Governors of all other provinces recently issued a proclamation condemning Sun Vat Sen's election to the Presidency as illegal, declaring that he must be eliminated from politics. Meanwhile Kwangsi is organising an armed expedition against Kwantung with the approval of, but hitherto without military assistance from, Pekin. . . . .
