According to the Vossiehe Zeitung, Dr. Mayer, German Ambassador to France, refused an invitation to form .a Cabinet-composed of members of the Majority Democrats and the German People's parties, who favour non•compliarice with the Allied ultimatum. The opinions of members of ihe Central Party are evenly divided. The Russo-German trade agreement has been signed. It is terminable in -three months, and the atitliorifeies exchange commercial delegations enjoying ■diplomatic prerogatives, merchant ship's to. h^ve the customary privileges. There is to be a speedy resumption of the inter-postal and telegraph services and the exchange of prisoners. Polittical Dropaganda is banned.
