EFFECT OF DELAY
(Reuter.) (Received Feb.' 14, 8 a.m.) NEW YORK, Feb. 12. In the Senate, during the navy debate, Mr Poindexter, supporting a capital shipbuilding programme, said that if the United States accepted, the postponement plan it would be a defeated nation, and would lose its insular possessions. America should not sit at the conference table unarmed. •
