WASHINGTON, Feb. 11
Senator Borah, in a speech in the Senate, (declared, that unless a naval disarmament agreement ?was; reached aniongst the Great Powers the present ■situation will inevitably lead to war. He added : "Either; we must, by 'Act, stop or reduce armament competition, or the United States must have the strongest navy in the world.'"
