Mr Josephus DanteTs' (Secretary to the Navy), testifying before the Senate Naval Affairs Committee, declared that for the United States to agree with two or three other nations to cease naval construction would be a blunder wor-se than crime. Strongly recommending the prompt completion -of his naval programme cabled a few days ago, Mr Daniels said that Mr Harding shared similar views, adding: "I am pacific, and make these recommendations regretfully, but until a world agreement for disarmament comes and can be operated long enough to assure its stablishment, we must continue building." Senator Borah has introduced a resolution in the Senate requesting President Wilson to enter into an agreement with Britain and Japan to re•duce naval armaments.
