The Department of Justice has decided to arrest, try and punish the Germans listed ifor extradition, independent of the present negotiations. Herr Ebert has issiied a declaration that the Entente surrender demand is impossible of fulfilment. The Government will do everything to spare Germany the result of this demand and convince the Entente of its impossibility. The ex-Kaiser has forbidden the exCrown Prince to surrender.
