BT CABLE-PRESS ASSOCIATION—COPYRIGHT ( Received Aug. 28, 1.40 p.m.) WASHINGTON, Aug. 27. Mr Tteinsch's resignation was due to c ill-health. There was a heated scene in the when Senator Fall accused Senater McCumber of haring stated that Japan had received goods stolen by Germany from China. Senator McCumber sprang to his feet, pounded! his -desk, and accused Senator Fall of lying. Both Senators lost their tempers, pounded their desks, and shouted. This finally subsided after denials and counter assertions. Ansell, formerly Acting-Judge Advocate-General, in evidence before the Senate Committee inquiring into punishments in the American Army., said that these were savagely harsh. Mr Baker refused to allow him to make a clemency recommendation. In several of the camps of the United States the •conditions were shocking.
