EFFECT OF DECREASED EXCHANGE RATE.
BY CABLE—PBESS ASSOCIATION—COPYRIGHT (Received Aug. 23, 8.55 a.m.) NEW YORK, Aug. 21. The decrease in the foreign rate ot exchange is restricting American exports. In a single day the Chicago banks lost £100,000. The British rate of exchange is now 412 cents per £1.
