JAPAN AND THE SHANTUNG SETTLEMENT.
NEW YORK, July 29. M. Debuchi, Japanese Charge d'Af■k faires, speaking informally, said it was liis opinion that Japan was firmly determined to return Kaiochau to China and withdraw all soldiers from Shantung as-soon as practicable. He added that it was difficult to say anything -definite now, since China was still not a signatory to the Treaty, and everything was depending; upon a tacit agreement between China and Japan •concerning the Shantung settlement.
