Dr Dorden has asked Herr Scheidemann for permission to elect a Rhenish Assembly and permit the despatch of representatives to the Peace Conference. Scheidemann's reply was the initiation of proceedings against Dr Dorden and his government for high treason. Dr Dorden telegraphed to the British commandant at Cologne asking that the Peace Conference should recognise the new republic, which had been established by popular rote.

Sweden and Denmark will refuse to join in the blockade of Germany in the event of the latter refusing to sign the treaty. Efforts to effect a compromise between the Italians and Jugo-Slavs failed. It is understood that1 the Italians have now decided to stick to the Pact of London.
