He thought the time had arrived for the substitution of a scheme by which lump sums should be paid to an Education Board for the payment of the salaries of instructors, which would mean a grading scheme for such officers. He did not favor the Department taking over the control and appointment of officers. In regard! to material he favored the Department distributing on requisition. A resolution was carried to the effect that a desirable scale of salaries should. T)e drawn up by the Department and "the money required paid to education boards.
