Montagu, in a speech, said that his policy in India aimed firstly at the maintenance of order; secondly, an investigation of grievances; thirdly, an endeavor to convert India into a union of great self-governing countries, entrusted with their own self-government, and to be partners in the great freedom-loving British commonwealth.
