WASHINGTON, Feb. 13. There has been a renewal of the Lot debate in the Senate on American policy in Russia. Senator, Johnson demanded a vote upon the withdrawal of the Americans from Russia, and pointed out that Mr Lloyd George, was the only source, of information the American people had of what their armies were doing in Russia, and whether new armies would be despatched or not.

Senator Lodge agreed it would be better if the United States refrained from Russia than to intervene in the weak way she is now intervening. The resolution was shelved. NEW YORK, Feb. 13. James M. Beck, ex-Assistant Attor-ney-General, stated that President Wilson is undermining the American constitution. His foreign policy was proving a black stain on the honor of the American people.
