WELLINGTON, Not. 22. In answer to protests against the closing of the banks, Sir Joseph Ward declares that it was absolutely necessary on account of the depleted staffs and because of the congregation of people there spreading the disease. They simply had to be closed because they could not carry on. All auction markets in the Dominion have been ordered to be closed. Wellington is threatened with a shortage of flour and potatoes unless cargoes are speedily unloaded.
