COMPLETE CHANGE NECESSARY

Mr Morgenthau (formerly Ambassador in Turkey), in a Liberty Loan speech, said that unless peace is restored upon terms changing completely the German people's mental attitude towards their masters and towards the rest of the world the war will have been fought vainly.—Aus.-N.Z.
