COPENHAGEN, Oct. 19. The Politikem statels that Germany's reply to President Wilson contains a refusal to stop submarine warfare until an agreement is reached upon the armistice proposal.—Aus.-N.Z. NEW YORK, Oct. 18. America is expectantly and eagerly awaiting the arrival of the German re^ ply to President Wilson. The concrete opinion of the people and newspapers is against anything except Germany's unconditional surrender.
