NEW YORK, Sep. 26. The New York Times' Washington correspondent states that the confession of the seriousness of the internal situation in Germany was the only part of Count Hertling's speech wtich interested the United States officials. The speech, it is considered, was meant for domestio consumption. The New York Times' Washington correspondent says that President Wilson speaks at New York on Friday at the opening of the fourth Liberty Loan ihe speech is awaited throughout the country with the greatest interest.— Aus.-N.Z.
