WAR MUST END BEFORE 1919

LONDON, Aug. 3. Persistent reports from Germany indicate a high command conviction that the war must conclude whether won, lost, or drawn, before 1919. German activities during the past four months have been conducted on a more costly scale than a rational command would permit, the indications suggesting a headstrong policy aiming at results regardless of the loss of men or material. German casualties have been very great, but accurate calculations are impossible. Another two months of fighting on the same scale will put the Allies' m an immensely superior position. Although Germany has called up this year 400,000 recruits, the quality is poor, because the best have already been taken.
