SOUTH AFRICA
CAPETOWN, July 30
General Botha, addressing his constituents, denounced the Nationalist agitation for and stressed the peril of a federal council. No one in South Africa Avanted such a council. Hertzog's theory that a republic AA-ould be obtained by a bare majority vote was fantastic, as a bloody W ar AA-ould result from tampering with the flag on the simple majority mentioned. Both Kruger anA General Joubert told him in the olden days that they would a hundred times rather have the English than the Ger-mans.—Aus.-N.Z. Cable Association.
