LONDON, April 25. Sir E. Carson, in a letter to the Ulster ' Unionist Council, says it will be necessary to summon the Standing Joint Committee as soon as the Home Rule Bill is published. The position to be taken up will be the gravest possible, and it will also be necessary to reorganise the machinery which has been in abeyance since the war.

Sir E. Carson regrets this distraction of Ulster's attention, but says it is unavoidable in view of the Government's raising of a burning question in defiance of 'its pledges and the party truce.
