AFTER-WAR RECONSTRUCTION
FORMATION OF INDUSTRIAL
COUNCILS PROPOSED

LONDON, Oct. 25. The War Cabinet, in furtherance of plans for reconstruction after the war, adopted the proposals of the AVhitley report, issued in March, as part of the Government's policy. The Government will establish joint standing industrial councils for every well-organised industry, but there will be no compulsory arbitration.
