A semi-official Vienna message states .that Count Czernin (Austrian Premier) was pleased with Lord Robert Cecil' 6 •statement, which is interpreted to ■mean _ that England does not regard Austria as her real enemy. Count Czernin offers to act as mediator between London and Berlin.
Count Czernin's manoe\* Tres are intended to suggest that England and France are willing to make peace without fulfilling the aspirations of Italy, Serbia and Roumania.
The Emperor Karl has entrusted vn Seidler with the formation of an Austrian Government. It is believed tfe.it yon Seidler's programme will Include a complete parliamentary system, even to the offering of portfolios to So^ialisfe.
