AMSTERDAM, Aug. 2. A semi-official Vienna message states .that Count Czernin (Austrian Premier) was pleased with Lord Robert Cecil' 6 •statement, which is interpreted to ■mean _ that England does not regard Austria as her real enemy. Count Czernin offers to act as mediator between London and Berlin.
