PETROGRAD, July 11. Twenty-six thousand Austrians and Germans have been made prisoners since July 1. Between the 19th and 25th June General KornilofE also put out of action over 80,000 Austrians and Germans.

A heavy bombardment is proceeding .before Brzezeny, and also on the whole .line in the Dvinsk-Riga sector, thus preventing the Germans from transfer--ring reinforcements to Galicia, whither the enemy is hurrying up Bulgarians. Eighty thousand Transylvanian Rumanes, formerly in the Austro-Hun-.garian army, and now Russian prisoners of wai'j have expressed a, desire to join, the Roumanian army, and a very fine battalion of Rumanes has reached Jassy.

United States aid is greatly assisting the/Provisional Government. America is lending Russia money at 3^ per cent, for building a second line of Serbian railway, and is giving ten thousand waggons to assist the defective Russian transport.

The Provisional Government is also facing a task of overwhelming magnitude in organising sixty millions of Voters, half of whom are illiterate, for the' election of a constituent assembly.
